How do I add this signature to Gmail?

After copying the HTML, go to Gmail Settings > See all settings > General tab > Signature section. Click the compose area and paste (Ctrl+V / Cmd+V). Gmail will render the HTML automatically. Click Save Changes at the bottom.

Does the signature work in Outlook?

Yes, it works in both Outlook desktop and Outlook web. For the desktop app, go to File > Options > Mail > Signatures > New, then paste the HTML. For Outlook web, go to Settings > Mail > Compose and reply > Email signature.
